FACTS. - When the state retirement system was established in 1961, West Jordan opted out. In 1968, however, it opted in, and increased its participation in 1979. In June 1982, it rescinded its opt-in resolutions. In 1983, the Legislature enacted a statute precluding a member of the system as of January 1, 1982 from opting out.
